The message appears due to a bug with InDesign on PCs, and running InDesign as administrator should fix it.
If you're on a PC and try to export from InDesign with in5 but get a "Loading license and interfaces...," try the following:
- Quit InDesign
- Go to the Start menu and type InDesign in the Search
- Right-click on InDesign in the menu
- Select Run as administrator
